Gazprom Neft’s Omsk Refinery Increases Production of New-Generation Diesel Fuels

Site preparation and pre-development for a future diesel fuels hydrotreating facility has been started at the Gazprom Neft Omsk Refinery. The new complex, with an annual production capacity of 2.5 million tonnes, is intended to increase production of the Arctic-grade diesel fuels, and will replace two outdated installations. The new facility is expected to be brought into operation in 2020. Construction of the new diesel fuels hydrotreating facility is a major project forming part of the second phase of modernising the Omsk Refinery, under implementation by Gazprom Neft since 2008. Total investment in the construction of this new facility stands at RUB17.5 billion.

The future facility will allow refining of increased volumes of secondary gas-oil which will be delivered into the production system at the Omsk Refinery following the commissioning of the delayed coking unit. Thanks to cutting-edge de-waxing technology, the new fuel will improve performance for diesel engines while further reducing environmental impacts, due to its ultra-low sulphur content. Ground works on the foundations of the new diesel fuels hydrotreating facility are currently ongoing at the Omsk Refinery.

Oleg Belyavsky, General Director of the Gazprom Neft Omsk Refinery, commented: “We have started work on the construction of a new complex, which will allow the Omsk Refinery to increase production of new and improved diesel fuels by half. The volume of diesel-fuelled car fleets is increasing every year, and demand for winter formulations — which are vital in the regions surrounding the Arctic and the Arctic Circle — makes up almost 40 percent of market requirements.”
