Shishin was born in 1963. He graduated from the USSR KGB Higher Borderguard School in 1986 and from the KGB University in 1990. He is also a graduate of the Russian Presidential Academy of Government in 1999. Shishin is a doctor of economics.
From 1986 to 1988 he served in Afghanistan as a member of special units of the KGB. Between 1995 and 2000, Shishin was on combat missions to restore constitutional order in the Chechen Republic and Dagestan. Shishin climbed through the ranks from lieutenant to become colonel-general and head of department in the FSB of Russia. He was awarded the ranks of colonel and major-general ahead of schedule for successfully accomplishing special missions. He has been decorated with over 40 Soviet and Russian orders and medals and has been awarded with weapons in recognition of his service on a number of occasions.
From 2001 to 2006 Shishin was employed by the Central Institute of Economics and Mathematics of the Russian Academy of Sciences. From 2007 he has been senior vice president of VTB Bank. Shishin sits on the boards of directors and supervisory boards of a number of major Russian companies. Shishin is currently a university professor. He is also deputy head of the economics department of the Russian State Humanities University and vice president of the Russian Club of Economists.
