The 13th China Oil Trading Conference (COTC) 2012 will be held in Beijing on April 10-13. In the past twelve years, COTC has attracted over 3,500 Chinese and foreign clients, which enables it to be a leader among China’s commercial service providing bodies for oil industry. As a summit meeting with focus on China’s oil market, the conference will give emphasis to the following hot issues:
Expectations of China’s opening policy for oil markets
To keep its commitment to WTO, China has reduced import duties for oil products and opened access to oil products retail and wholesale markets since 2001. In the next decade, the import market and upstream sectors will be opened in China; the marketization of refined oil products and other oil derivatives sectors will be deepened. Apart from these, can we expect for other opening policies? Will there be more qualified enterprises in the field of oil trading in the future?
Energy development transformation and total consumption control
The government work report for 2011 by China’s State Council firstly mentioned “actively promoting the transformation of energy production and utilization method”. The report asked to make control on China’s total energy consumption and change the traditional development mode of unlimited consumption and unlimited supply. China’s energy development mode must be transformed during 2011-2015, the so-called 12th five-year plan period. What changes will the transformation bring about to the oil industry?
Oil price and macro-economy
Oil price change is an important factor to macro-economy. Its impact can range from production to consumption, from cost to price and from trade to investment. When international oil prices gain one US dollar, China will have a 0.06% loss in GDP, according to the latest estimation by Morgan Stanly. We should foresee the trend of international oil prices and grasp the pulse of China’s macroeconomic policies.
Oil shortage and new price reform
China’s oil products market saw a widespread shortage. Views on causes of the shortage mixed, but further improvement of pricing mechanism was widely agreed. At the end of 2011, China’s National Development and Reform Commission (NDRC) announced it would carry out a pilot reform on natural gas price formation mechanism in Guangdong and Guangxi. The gas price reform has taken the lead. What changes will the upcoming oil price reform bring about to petroleum industry?
In addition, the conference will also touch on other hot issues like international petroleum economy, bonded bunker fuel market, oil storage and logistics and development of private oil enterprises. At the beginning of 2012, more than 500 players in oil industry will gather in Beijing and seek new opportunities in China’s oil market.
