According to our present comprehend, the ocean petroleum development activity was fueled by the global energy shortage. Accordingly, the demands of various offshore drilling rigs and offshore auxiliary ships are increasing dramatically. In the recent years, the ocean engineering industry in China is also greatly developed. For example, only in Shandong Province, the total amount of orders for offshore drilling rigs and the relative equipments was up to 20 billion RMB (2.94 billion USD).

The continental ocean area under China jurisdiction is around 3 million square kilometers. China continental offshore oil reserves are estimated at 240 million tons, about 22.9% of the total oil reserves of our country; and the offshore natural gas reserves are estimated at 14 trillion cubic meters, about 1 / 3 of the total natural gas reserves in China. According to the plan, the output of Chinese continental offshore oil and gas will reach 50 million tons of oil equivalent in 2010.
According to statistic information, CNOOC has planned to invest 10 billion RMB in developing and manufacturing offshore drilling rigs, especially in the equipments used in deep-water exploring. At present, the oil and gas reserves of land and shallow sea (under 300 meters) are depleting in global range. The exploration of deep-water oil and gas in the South China Sea is a strategic substitute for us and the deep water exploration will be the hotspot of the oil and gas development in the future. According to the authoritative calculation, the exploration of deep-water oil and gas in the South China Sea will evolve a quite scale in the coming 5 years and the investment on the development of deep water oil and gas will reach 160 billion USD in the next 5 years.
