EGAT, EDL, Chiyoda, and Mitsubishi signed an MOC on the Development of Renewable Energy Certificates Utilization in Green Hydrogen and Ammonia Project in potential locations in Thailand, advancing green energy and moving toward Carbon Neutrality and Net Zero Emissions.

On April 24, 2024, the Electricity Generating Authority of Thailand (EGAT), Électricité du Laos (EDL), Chiyoda Corporation (CYD), and Mitsubishi Company (Thailand) Ltd. (MCT) signed a memorandum of Cooperation (MOC) to study and develop transboundary use of Renewable Energy Certificates (RECs) in order to import renewable energy from Lao PDR for green hydrogen and ammonia production in potential locations in Thailand, as well as seek business opportunities for green hydrogen and ammonia in Thailand and overseas. On this occasion, Mr. Thepparat Theppitak, EGAT Governor, and Mr. Vongsakoun Yingyong, Managing Director and CEO of EDL, signed the MOC together with the witnesses, Mr. Yasuhiro Inoue, General Manager – Hydrogen Business Department of CYD, and Mr. Kazuhiro Watanabe, Senior Vice President of MCT, at the Auditorium, EGAT 50th Anniversary Building, EGAT Headquarters, Nonthaburi Province.

Mr. Thepparat Theppitak, EGAT Governor, said this MOU is a continuation of the MOC made in 2023 between leading Japanese companies to study and develop clean hydrogen and ammonia production in potential locations. EGAT found that the cost of electricity from renewable energy significantly impacts hydrogen price. Therefore, EGAT plans to study the utilization of hydropower generation in Lao PDR. In case that the cost of clean energy for green hydrogen production in Thailand decreases, the price of hydrogen will become competitive in both domestic and international markets, encouraging the development of hydrogen-related projects continuously. This will help promote the use of clean energy, reduce carbon dioxide and greenhouse gas emissions, and achieve Carbon Neutrality and Net Zero Emissions in Thailand sustainably.

Mr. Vongsakoun Yingyong, Managing Director of EDL, revealed that Lao PDR has the potential to be a source of alternative energy generation and has a grid connection point with EGAT. EDL is a state enterprise of Lao PDR responsible for power system planning as well as taking care of the power system security of the country. This cooperation is a good opportunity to develop renewable energy by studying and applying RECs in the green hydrogen and ammonia project. It also promotes work and relationships between countries to move toward the future of green energy together.

Mr. Yasuhiro Inoue, General Manager – Hydrogen Business Department of CYD, said that CYD hopes the cooperation will help develop the potential of green hydrogen and ammonia production. CYD, as a world-class engineering company, is pleased to contribute its technical support and be a part of the development and expansion of clean energy in Thailand, Lao PDR, and Japan in the future.

Mr. Kazuhiro Watanabe, Senior Vice President of MCT, said that this study is one of the steps of expanding and completing the development of green hydrogen and ammonia production in potential locations in Thailand through importing renewable energy from Lao PDR using RECs mechanism, which makes it more competitive. This cooperation will establish a source of green hydrogen production in the country and support clean energy development in the region, moving toward the global goal of Carbon Neutrality in the future.
