The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Equinor focused on safety systems and the company’s follow-up of SIL (safety integrity level) in operations at Oseberg Sør.

The audit was conducted from 2 to 6 September 2024.

Background
Safety systems have an important task in detecting, preventing, and limiting the development of hazards. Through testing and maintenance activities, the company must ensure that the systems meet the preconditions and assumptions on which their design and subsequent modifications were based.

Objective
The objective of the audit was to verify how Equinor handles SIL in operations, with a focus on safety systems and the company’s follow-up of performance requirements, so that the safety level is maintained and improvement measures are implemented where necessary.

Result
The audit identified non-conformities concerning:

• Compliance with performance requirements of safety instrumented function
• Maintenance programme for the emergency shutdown system

What happens now?
We have asked Equinor to report to us by 1 November 2024 on how the non-conformities will be addressed.
