Gassco and Equinor – Kollsnes – process safety and technical safety

The Norwegian Ocean Industry Authority (Havtil) has carried out an audit of Gassco and Equinor as TSP, and their systems for designing and following up selected safety barriers in process safety and technical safety at Kollsnes. The audit was conducted from 9 to 12 September 2024.

Objective
The objective of the audit was to assess how Gassco and Equinor in its role of TSP are ensuring regulatory compliance in respect of the prevention of major accidents by safeguarding process safety at the facility.

Result
We identified eight non-conformities during the audit.

Non-conformity handling

Establishment and follow-up of performance requirements
Inadequate documentation
Deficiencies in passive fire protection
Suppression of explosion pressure
Measures in the event of fire pumps being out of service
Maintenance
We also identified an improvement point concerning unacceptable ruptures.

What happens next?
We have asked Gassco and Equinor to report on how the non-conformities will be addressed, and for their assessment of the improvement point observed. The reply deadline is set at 13 December 2024.
