Cooperation Accord for 2025–2027 Signed between Gazprom and St. Petersburg

A meeting of the Inter-Agency Council in charge of implementing the Agreement of Cooperation between St. Petersburg and Gazprom was held today by Alexey Miller, Chairman of the Company's Management Committee, and Alexander Beglov, Governor of St. Petersburg.

It was noted that Gazprom provides reliable gas and heat supplies to consumers, while also working on further upgrade of the city's power supply systems.

For instance, the Company is building the Sestroretsk and Vostochnaya-2 gas distribution stations (GDSs) in the Vsevolozhsky District. The launch of the Sestroretsk GDS will make it possible to decommission two existing stations located within the city boundaries, namely, the Konnaya Lakhta GDS and the Severo-Zapadnaya CHPP. The Vostochnaya-2 GDS will enhance the reliability of gas supplies in the city and the adjacent territories.

In addition, Gazprom commenced the construction of the Saint Petersburg GDS in December 2024, which will be the largest one to provide gas supplies to the city's consumers. The station will be located to the south of St. Petersburg and will replace as many as three stations currently in operation, namely the Shosseynaya GDS, the Moskovskaya Slavyanka GDS and the Yuzhnaya CHPP. A gas pipeline is planned to be built in order for the new GDS to be connected to the existing networks. The design documentation is being developed to that end.

The modernization activities at the city's thermal power plants (CHPPs) continue. At the Central CHPP, the Company is preparing the launch of the equipment installed in the new hot-water boiler, which is scheduled for the summer of 2025. The design documentation development is in progress for upgrading the equipment of the Vasileostrovskaya CHPP and the Severnaya CHPP.

A significant contribution to ensuring a favorable urban environment is made by the public transport that runs on eco-friendly NGV fuel. Since 2014, more than 135 million cubic meters of gas were sold for the city passenger buses via Gazprom's NGV refueling facilities. According to experts, greenhouse gas emissions by public transport vehicles were reduced by 250,000 tons as a result of substituting petroleum fuels.

The urban improvement works being carried out by Gazprom make St. Petersburg even more comfortable for its residents and attractive for millions of tourists. For example, in 2024, architectural lighting was provided for the Palace Bridge, the mansion of Elizabeth Buturlina and the tenement house of Peter Veiner. Upgrade of architectural lighting for the architectural ensemble of Technologicheskaya Square (Admiralteysky District) is nearing completion, along with the comprehensive urban improvement of the Scientific Quarter area (on Vasilyevsky Island, namely: Tamozhenny Lane, the Universitetskaya Embankment from Tamozhenny Lane to Mendeleev Line, Mendeleev Line, Birzhevoy Proyezd, Birzhevaya Line, Birzhevoy Lane, Academician Sakharov Square, Tiflisskaya Street, Tiflissky Lane, and the site near the Twelve Colleges building).

In May 2024, the new city tour titled Peter's Way was launched in the Petrogradsky District. The Peter's Way tour goes through iconic places where the city was born: the Petrovskaya Embankment, Peter the Great's Cabin and Trinity Square.

To date, the works on the replacement of the surrounding fencing have been completed at such cultural heritage sites of federal significance as the Kazan Cathedral and the Mini-garden on Kazan Square (Tsentralny District).

Gazprom continues to develop the public space on the coast of the Gulf of Finland near the Gazprom Arena stadium. In December 2024, the Flagshtock Ice Rink, which is the world's largest ice rink, was opened here. With its area of 28,000 square meters, the ice rink set a new world record which was entered in the Russian Book of Records. Its ice surface can comfortably accommodate more than 2,500 people skating. During the two months of the 2024–2025 winter season, the ice rink was visited by about 500,000 people, and the total number of its visitors recorded since its first launch in 2022 is 1.5 million people.

Gazprom is preparing the launch of two large sports facilities on the coast of the Gulf of Finland. The first facility will be a complex consisting of two heated swimming pools near the Flagshtock public space. The second facility will consist of pavilions hosting water sports bases and will be located near the Park of the 300th Anniversary of St. Petersburg.

A number of Gazprom's projects are aimed at preserving the cultural legacy and historical memory of Russia.

On July 28, 2024, Russian Navy Day, a monument to the legendary Russian admiral Fyodor Ushakov was opened on Truda Square in the Admiralteysky District; the monument was created with support from Gazprom.

In December 2024, the interiors of the Catherine Palace's Zubov Wing were unveiled in an opening ceremony after their large-scale restoration at the Tsarskoe Selo State Museum and Heritage Site. The project was implemented with support from Gazprom. The Zubov Wing housed private apartments of Empress Catherine II, namely eight halls designed by the architects Charles Cameron and Giacomo Quarenghi. During the Great Patriotic War, the interiors of the halls were lost.

A project for creating the Triumphal Column in honor of Russia's victory in the Great Northern War is being implemented. According to the project, the column will be mounted near the Lakhta Center. It will be decorated with bas-reliefs devoted to major military events and crowned with the statue of Peter I. The works to prepare the construction site commenced in January 2025. In parallel, the works to create the bas-reliefs and the statue of Peter I are underway.

In the course of the meeting of the Inter-Agency Council, Alexey Miller and Alexander Beglov signed the Accord for cooperation in another triennial period of 2025–2027. Gazprom and St. Petersburg will continue their cooperation aimed at providing consumer gas & heat supplies and gas infrastructure expansion, creating social & cultural and social & business facilities, developing the region's NGV fuel market and transport infrastructure, as well as shaping a comfortable urban environment.
