The Nordic TSOs conducted a survey on the new technical requirements of the Frequency Containment Reserves (FCR) which were implemented in 2023. The TSOs want to thank all respondents for their valuable feedback.
The responses represent a diverse group of actors with different FCR providing technologies. The respondents include both small and large as well as both newer and more established actors.
Most of the feedback was related to the topics below:
IT-tool: seen as essential for both providers and TSOs to evaluate requirements efficiently. Feedback highlights several areas for improvement, including file compatibility, the helpfulness of error messages, and the tool's ability to evaluate all requirements. Some improvements have already been made in version 0.3 released in August.
Various suggestions for small adjustments to the technical requirements, with the aim to reduce the duration of the prequalification tests or to relax requirements that may marginally disqualify entities.
The TSOs also noted the following areas for further work:
Auditing: harmonize the auditing process for occasionally verifying FCR response from operational data when the entity is participating in FCR provision (after completion of the prequalification process).
Baseline and forecast: there is a recognized need for common, general, and verifiable requirements for baseline and forecast metrics across all reserves.
The TSOs will now continue to work on these topics. A new version of the technical requirements is expected to be released in 2026 after the TSOs have analysed the suggested adjustments and concluded on possible updates.
