PM welcomes revival of Dragon Gas project after Shell meeting

Prime Minister Kamla Persad-Bissessar and Minister of Energy and Energy Industries Dr. Roodal Moonilal met with Shell Trinidad and Tobago executives to discuss the revival of the Dragon Gas project. The Prime Minister expressed gratitude for Shell's support and highlighted the approval from the U.S. Government for new proposals related to the project. She noted that the initiative, previously deemed "dead," was revitalized in just four months under her leadership. The meeting also focused on future investment and Shell's role in enhancing energy security and economic stability in Trinidad and Tobago.

Prime Minister Kamla Persad-Bissessar and Minister of Energy and Energy Industries Dr Roodal Moonilal met with with Shell Trinidad and Tobago executives on Thursday to discuss the revival of the Dragon Gas project.

At the meeting were M Adam Lowmass, Executive Vice President and Country Chair at Shell Trinidad and Tobago and Ms Clarke-Salloum, Head of Corporate Relations.

“I thanked Shell Trinidad and Tobago for their ongoing support to the growth of the energy sector in the region and Trinidad and Tobago in particular,” the Prime Minister said.

According to Persad-Bissessar, the Shell executives expressed their appreciation for Government’s commitment to the Dragon gas project. “They were elated with the news of the United States Government’s approval at the highest level for our new proposals on this key project,” she said.

The Prime Minister recalled that during a historic meeting in Washington, DC, on September 30, 2025, US Secretary of State Marco Rubio had approved the grant of an OFAC licence for the project. “This came after sustained and intensive work by my government over the past four months,” she said.

Reflecting on the project’s turnaround, she added, “This project, which was ‘dead’ before April 28, 2025, was resuscitated under my tenure in about four short months.”

The meeting also covered next steps for advancing the project. “We took the opportunity to engage in further discussions on the future investment profile of Shell and its contribution to our energy security and economic stability,” the Prime Minister said.
