Royal Dutch Shell Plc. has gained access to a pipeline spill that cut crude production by 187,000 barrels a day in the Niger River delta, Nigeria's Oil Minister said.

Shell said March 13 its workers were blocked from doing any clean-up work. It has yet to determine what caused the spill in the Nembe creek area on March 4.

The venture, known as Shell Petroleum Development Corp., has halted output of 664,000 barrels a day, or about two-thirds of its average daily production. That includes 477,000 barrels a day shut in following February 2006 militant attacks.

Shell's venture, the Shell Petroleum Development Co., pumps about half of Nigeria's oil. State-owned Nigerian National Petroleum Corp. holds 55 percent of the venture, Shell owns 30 percent, Total SA has 10 percent and Eni SpA owns 5 percent.
