Gazprom Signs Program for Gas Supply to and Gasification of Tomsk Region until 2021

A working meeting between Alexey Miller, Chairman of the Gazprom Management Committee, and Sergey Zhvachkin, Acting Governor of the Tomsk Region, took place in Tomsk today.

The parties discussed the key areas of cooperation, paying particular attention to the ongoing gasification in the Tomsk Region.

It was noted that Gazprom had allocated RUB 4.3 billion for gasification purposes in 2005–2016. In that period, five inter-settlement gas pipelines with a length of about 98 kilometers were built, with the average gas penetration level in the region climbing from 6.3 to 11.9 per cent.

Before the end of 2017, Gazprom plans to start building five inter-settlement pipelines from the Asino and Itatka prospective gas distribution stations (GDSs), as well as a gas pipeline branch, a GDS named Pobeda, and an inter-settlement pipeline stretching to the Pobeda village (Shegarsky District).

In the course of the meeting, the Program for Gas Supply to and Gasification of the Tomsk Region until 2021 was signed. According to the document, it is planned to bring gas to 27 localities and prepare some 16,500 apartments and households, as well as 135 boiler houses, to receive gas. The Company’s investments under the Program are estimated at RUB 6.6 billion. The actual amount of investments will depend on, inter alia, the fulfillment of the obligations on preparing consumers by the regional authorities.

Alexey Miller and Sergey Zhvachkin took part in the ceremony marking the start of construction of the Tomsk – Asino gas pipeline branch.

The branch will be around 78 kilometers long. It is also planned to build two GDSs, which will be named Asino and Itatka. Construction and installation is slated to be completed in 2019. The project will create the conditions for bringing gas to some 9,000 households and 79 boiler houses in the Asinovsky, Zyryansky, Pervomaisky and Tomsky Districts of the Tomsk Region, as well as to the CHPP of the Asinovsky lumber complex.

Also today, Alexey Miller and Sergey Zhvachkin attended the opening ceremony for the manufacture of blow-off valves at Vakhrushev Tomsk Electromechanical Plant.

Blow-off valves regulate the flows of gaseous and liquid substances at hydrocarbon production and transportation facilities. Thanks to the new manufacture, Gazprom’s needs for such valves will be fully met and, starting this year, the Company will no longer procure foreign-made blow-off valves.

The manufacture was organized by Tomsk Machine-Building Technologies, a special-purpose company established on a parity basis by Gazprom Investproject and Vakhrushev Tomsk Electromechanical Plant. It was the first instance of using a co-funding scheme to manufacture high-tech import-substituting products for the needs of Gazprom. The project was implemented under a long-term contract between the Company and Tomsk Machine-Building Technologies for batch production and supplies of goods in the amount equal to guaranteed future purchases and for expanded support services.

Before 2023, Gazprom will be supplied with 903 blow-off valves of various types and sizes, including valves for the Power of Siberia and Ukhta – Torzhok 2 gas pipelines.

Gazprom, the Administration of the Tomsk Region, and the Ministry of Industry and Trade of the Russian Federation today inked a roadmap to advance cooperation between the Company and the Tomsk Region’s industrial complex in 2017–2020.

The trilateral roadmap is a fundamentally novel mechanism aimed at developing the region’s scientific and technological potential. On the one hand, it allows the participating companies to secure demand for the manufactured products by signing long-term contracts with Gazprom. On the other hand, it provides for state support on the federal and regional levels, including through special investment contracts. In the long term, the demand for such products may be secured from not only Gazprom, but also from other energy companies.

Pursuant to the document, Tomsk-based manufacturers will produce import-substituting radio relay equipment, underwater multi-phase flow meters, and power and optic cables.

In addition, the parties to the roadmap will look into the possibilities of introducing the innovations of the Tomsk Region’s R&D entities into Gazprom’s facilities and creating structures of the INTERGAZCERT voluntary certification system in the Tomsk Region.

Alexey Miller held a meeting in Tomsk to review the progress in the construction of the Power of Siberia gas pipeline. Taking part in the meeting were the heads of the Company’s structural subdivisions and Gazprom Transgaz Tomsk, project owner for Power of Siberia. It was noted that the construction of the pipeline was going according to schedule, with Russian gas supplies to China expected to commence in December 2019. By now, the Company completed 1,011 kilometers of the linear part in the priority section stretching from the Chayandinskoye field to the border with China near Blagoveshchensk.
