Many African Countries Announce the Launching of Licensing Rounds

- In Cameroon, the National Hydrocarbons Corporation announced the launching of a Licensing Round for eight blocks namely, Bomana, Bolongo and Bakassi in the hydrocarbons rich Rio del Rey (RDR) Basin, and Etinde Exploration, Ntem, Elombo, Tilapia and Kombe/Nsepe in the highly prospective Douala/ Kribi-Campo (DKC) Basin.

- In Sierra Leone, The Petroleum Directorate Sierra Leone launched the country’s Fourth Offshore Petroleum Licensing Round on the 25th January 2018 in London’s Geological Society. This Round is being exclusively supported by the Getech Group, through its wholly owned subsidiary ERCL. The round offers 5 Contract Areas featuring a new block system, including the areas of undeveloped discoveries from previous drilling campaigns, shallow water and deep- ultra deep water.

- In Madagascar, the Malagasy State through the Ministry of Mines and Petroleum, represented by OMNIS continues to promote projects that attract new private investment in the short, medium and long term. OMNIS, together with TGS and BGP, has worked to create an attractive environment for offshore exploration. Actually, 44 offshore blocks in the Morondava Basin, located in the the western margin of Madagascar are subject to call to tenders. The Round is open from 7 November 2018 to 30 May 2019, followed by a three-month awarding period.

- In Ghana, Ghanaian President has launched the country’s first oil and gas exploration licensing round. The Licensing Round consists of 6 Blocks. Blocks 2, 3 and 4 will be open for bidding, while deepwater blocks 5 and 6 are to be allocated through direct negotiations. Block 1 will be reserved for the Ghana National Petroleum Corporation. International oil companies are expected to submit expressions of interest by the end of November. Local companies will be pre-qualified for participation in December. In Q1 2019, the pre-qualified applicants will be announced and invitations to tender will be issued to them. They will have four months to submit their tenders. The Licensing Bid Rounds and Negotiation Committee will evaluate the bids between June and August 2019. The successful bids are set to be announced in mid-August 2019, followed by negotiations with the committee.

- In Congo, The Republic of Congo has launched its latest oil exploration bidding round, offering 18 blocks in deep-water offshore and onshore sites in its efforts to boost production. Congo Licence Round Phase II 2018-2019 involves five (5) blocks in the shallow offshore, five (5) blocks in the deep and ultra-deep offshore, three (3) onshore blocks in the Coastal Basin and five (5) onshore blocks in the Cuvette Basin.

- In Gabon, Gabon’s Minister of Oil and Hydrocarbons has just unveiled a new offshore licensing round covering 12 shallow-water and 23 deep-water blocks. This new bid round for offshore licenses takes place in the context of the adoption of a new hydrocarbons code for Gabon in a bid to attract further investment in to the country's upstream industry with more generous terms on offer. Bids are required to be submitted by 22 April 2019 and successful bidders shall be announced on 24 June 2019 with production sharing contracts signed in the summer of 2019 following negotiations between the Ministry of Oil and Hydrocarbons and the successful bidders.

- In Equatorial Guinea, The country is launching a new bid round in January 2019 for blocks in ultra-deep water and onshore areas.

- Senegal plans to auction 10 oil blocks, including 1 onshore block, between the first and second quarters of 2019. Again, some blocks where work commitments are delinquent may be re-cycled into the bid round.

- Mozambique announced plans for a 6th Bidding Round in 2019.
