Construction Commences China's First Oil Refining

On July 9, Liaoyang Petrochemical started building china's first 10 million-ton refining base solely for processing crude oil imported from Russia.

On February 17 this year, China and Russia signed a long-term oil trade framework agreement, under which Russia will supply China 15 million tons of crude oil per annum from 2011 to 2030.

Liaoyang Petrochemical's new refining project mainly includes a 1 Mt/a hydrocracking unit, a 2 Mt/a hydrofining unit, and a 30 kt/a desulfurization and sulfur recovery unit, as well as new storage tanks, a recycled water plant, a substation and other supporting facilities. All the works are expected to be completed by the end of 2010.

In addition to Beijing IV standard diesel, the project will also produce naphtha and other petrochemical raw materials, providing substantial support to the downstream aromatics industry.
