We have carried out an audit of Noble Drilling Norway AS (Noble) in connection with the company’s application for an Acknowledgement of Compliance (AoC) for Noble Lloyd Noble.
Noble has applied for an AoC for the Noble Lloyd Noble mobile drilling facility.
In connection with an AoC application, the PSA conducts audits within selected specialist domains.
From 23 to 25 February 2021, we carried out an audit of Noble’s organisation and management system. During the audit, the facility was in the process of being prepared for operation on the NCS.
Objective
The objective of the audit was to verify whether Noble’s management system and their follow-up thereof complied with the regulations.
Result
Two non-conformities were identified relating to:
- The management system
- HSE targets
In addition, an improvement point was identified concerning the safety service and its involvement in the working environment committee (AMU)
What happens now?
We have asked Noble to report on how the non-conformities will be addressed. We have also requested an assessment of the improvement point observed. The reply deadline is set at 20 May 2021.
Before we issue an AoC, the company must have corrected all known safety-critical non-conformities, and the facility must have been issued with maritime certificates from the appropriate flag state.
