Equinor – Troll A – Materials Handling

The Petroleum Safety Authority Norway (PSA) has carried out an audit of Equinor and materials handling at the Troll A facility. The audit was carried out from 3 to 11 May 2021.

Objective
The objective of the audit was to monitor the management of materials handling at Troll A, and to investigate whether the planning and execution of lifting operations complied with the requirements so as to help reduce the likelihood of accidents and injuries.

During the audit, we also wanted to verify that the incident involving a beam trolley at Troll A on 14 May 2020 had been handled in accordance with the company’s feedback to us.

Furthermore, we wanted to audit the organizational unit’s experience transfer and learning capabilities.

Result
Our general impression was that systematic efforts have been put into the field of materials handling in order to be able to perform safe lifting operations. There has been a high level of activity over a long period at Troll A in connection with the Troll Phase 3 project, but our main impression was that this high level of activity was properly monitored by personnel on the facility both through the project and in ordinary operations.

Three non-conformities and one improvement point were identified during the audit.

The non-conformities concerned:
- Inadequate checking of wire ropes
- Daily check of offshore cranes
- Follow-up of findings from enterprise of competence

The improvement point concerned the distribution of tasks between the technical responsible person and the logistics specialist.

What happens now?
We have asked Equinor to report on how the non-conformities will be addressed and for the company’s assessment of the improvement point observed. The deadline for feedback is set at 5 June 2021.
