Gassco – Kollsnes – Major Accident Audit

The Petroleum Safety Authority Norway (PSA) has carried out a major accident audit of the Kollsnes onshore facility. The topic of the audit was emergency preparedness.

The audit was carried out on 29 and 30 November 2021. Both Gassco (the operator of Kollsnes) and Equinor (the technical service provider for Gassco, and responsible for the operation of the facility) participated in the audit.

Background
The main topic of the audit was emergency preparedness and guidelines from the Coordination Group for the Major Accident Regulations (KFS) for the supervision of enterprises that are subject to the regulations on the control of major accident hazards involving dangerous substances.

For the current period, these audits are based on the following mandatory topics:
Management and risk assessments of changes – in this audit, concerning emergency preparedness
Follow-up of measures pursuant to previous major accident audits.

Objective
The objective of the audit was to confirm that Gassco and its technical service provider Equinor have established emergency preparedness for major accidents that complies with the regulatory requirements, and that our findings from the previous emergency preparedness audit in 2018 had been followed up.

Result
No non-conformities were identified during the audit, but we observed four matters that are categorised as improvement points. These were:
Emergency preparedness cooperation between Kollsnes and Sture
Organisation chart in the emergency preparedness plan
Signage and marking in the outdoor area
Inadequate signage of escape routes from the factory area to the mustering station

Follow-up of previous audit
No non-conformities were identified in the previous major accident audit of emergency preparedness in 2018, but, of three improvement points, one had still not been addressed before the current audit had been notified and initiated. This has now been rectified by the submission of the latest version of the joint emergency preparedness plan for Kollsnes and Sture to the PSA, with reference to our regulatory requirements.

What happens now?
We have asked Gassco to provide us with its assessment of the improvement points observed by 24 January 2022.
