DOE Awards Waste Isolation Pilot Plant (WIPP) Management and Operating Contract

The Department of Energy (DOE) Office of Environmental Management (EM) awarded the Waste Isolation Pilot Plant (WIPP) Management and Operating (M&O) Contract to Tularosa Basin Range Services, LLC (TBRS), located in Reston, Virginia. TBRS is a single purpose entity comprised of Bechtel National, Inc. TBRS will utilize Los Alamos Technical Associates, Inc. (LATA) as a Small Business Teaming Subcontractor.

This is a Cost-Plus-Award-Fee (CPAF) Management and Operating (M&O) contract with Indefinite Delivery/ Indefinite Quantity (ID/IQ) Contract Line Item Number (CLIN). The contract will include a four-year base period and six one-year option periods. The estimated contract value is $3B, including all option periods. EM received five proposals in response to the solicitation. TBRS was selected as the Offeror whose proposal was determined to be the best value to the Government.

The selected contractor will support EM’s mission by managing, operating, and maintaining the Waste Isolation Pilot Plant (WIPP) Site by performing work including: the Centralized Characterization Project, Transportation Activities, WIPP Operations, Projects (Capital Asset Projects and Non-Capital Asset Projects), Experimental and Testing Activities, and WIPP Program Support. The selected contractor is also required to maintain and report on an annual Community Commitment Plan.

The new contract resulting from this acquisition will replace the current WIPP M&O Contract, DE-EM0001971, held by Nuclear Waste Partnership, LLC, which expires on September 30, 2022.
