Equinor – Statfjord A - Emergency Preparedness & Logistics Including Work at Height

The Petroleum Safety Authority Norway (PSA) has carried out an audit of Equinor and its management of emergency preparedness and logistics including work at height at Statfjord A. The audit was conducted between 6 and 9 December 2022.

Objective
The objective of the supervisory activity was to audit the processes and systems that help ensure comprehensive management of emergency preparedness and materials handling, including work at height, at Statfjord A, as well as to follow up on learning and experience transfer capabilities following two audits at Statfjord B and C covering the same domains. This also included how Equinor's personnel and service providers on board were informed about risks, and their roles in relation to barriers and risk reduction.

Result
In the audit, we identified six regulatory non-conformities. These concerned:
Non-conformity management and corrective measures
Offshore cranes
Chemical tote tank frame
Hose stations
Maintenance programme for monorails
Scaffolding deficiencies
We also identified one improvement point relating to equipment for work at height.

What happens next?
We have asked Equinor to report by 1 March 2023 on how the non-conformities will be addressed, and for their assessment of the improvement point observed.
