Constitution Pipeline Company projects to spend about $683 million during the pipeline project’s initial three year planning and building process. Some of the investment to be spent on specialized labor and materials brought in from outside the region, leaving approximately $188 million (28%) of the investment to benefit the five county region. The economic impact of the pipeline investment will be realized in two phases, the construction and the operations.

Constitution Pipeline Company requested to commence the pre-filing process from Federal Energy Regulatory Commission (FERC) initiate an environmental review of the pipeline project. FERC pre-filing, is designed to solicit early input from citizens, governmental entities and other interested parties to identify and address issues associated with potential facility locations during the design stage of a proposed project.

Cabot Oil & Gas committed to transport 500,000 dt/day (dekatherms per day) to Constitution Pipeline, while Southwestern Energy Services Company, a subsidiary of Southwestern Energy Company agreed to transport 150,000 dt/day for a total takeaway capacity of 650,000 dt/day.

Piedmont Natural Gas, through its wholly owned subsidiary Piedmont Constitution Pipeline Company LLC, joined Williams Partners L.P. and Cabot Oil and Gas Corporation as a 24% equity participant in the joint venture, and will invest an estimated $180 million in the project.

The recipients of the inaugural Constitution Pipeline Community Grant program awarded nearly $300,000 to benefit local communities within the counties traversed by the proposed pipeline project. Grants were awarded based on overall community need and merit of the proposal. Examples of eligible projects included emergency/first responder support, youth or senior services, education programs, assistance in the enrichment of wildlife habitat and promotion of environmental education. Constitution Pipeline plans to distribute grant awards twice per year, with the next funding cycle’s deadline scheduled for March 15, 2013.

Iroquois Gas Transmission System and Constitution Pipeline will develop the Wright Interconnect Project (WIP), an expansion of Iroquois’ existing compression and metering facilities in Wright, NY. The WIP will deliver up to 650 mmcfd from Constitution Pipeline’s end Schoharie County, NY, into both Iroquois and the Tennessee Gas Pipeline under a 15-year capacity lease agreement with Constitution. Leasing WIP capacity from Iroquois will allow Constitution to eliminate its proposed compression facility, reducing its impact on the environment and Wright, NY.

Constitution Pipeline Company and Leatherstocking Gas Company, LLC signed an agreement to pursue agreements for the design, construction and operation of delivery interconnect along Constitution’s proposed pipeline route. Constitution Pipeline would be classified as an “open access pipeline,” meaning that local municipalities or public utilities like Leatherstocking Gas Company could potentially tap the line in the future to provide residential, commercial and industrial natural gas service.

Constitution Pipeline Company contracted with Dura-Bond to supply approximately 33 miles of 30-inch steel pipe for a portion of the pipe for the Constitution Pipeline project. The value of the pipe order is approximately $20 million.
