More Offshore Wind Energy for Taiwan

Tractebel celebrates major offshore wind farm project in Taiwan and its contribution to the region’s growing renewable energy supply.

To break away from a heavy dependence on fossil fuels and imported energy, Taiwan is currently ramping up its homegrown renewable energy supply. A main source of this green energy is offshore wind farms (OWFs). Tractebel is contributing to the transition with its work on the Taipower Zone 26 OWF.

On June 11, 2021 our Renewable Energy experts signed a contract with client Sinotech Engineering Consultants, LTD. for services as Contractor’s Engineer for the engineering, procurement, construction (EPC) electrical package of the Taipower Offshore Wind Farm Phase II Project. The package consists of the offshore substation, the subsea cabling (inter-array cables, that link the turbine generators, and export cables to bring the power to shore) as well as the Supervisory Control and Data Acquisition (SCADA) system for monitoring and control.

Tractebel’s assignment began with the tender design for the three packages, and currently continues through procurement and negotiation, with the optional scope to proceed with construction and commissioning follow-up through 2025.

Area the size of Bermuda dedicated to renewable energy
The Owner, Taiwan Power Company (Taipower; TPC), is developing two offshore wind farms: the Phase I Project, a 109-MW, 21-turbine system, is expected to be operational by the end of 2021; the Phase II Project consists of a 300 MW, 31-turbine project scheduled for completion in 2025.

The Taipower Zone 26 offshore wind farm (Phase II) is located between 6.5 and 20 km off the coast of Lugang, Chuanghua County. The site covers an area of 51 km² - about the size of Bermuda - and the water depth is between 37 - 48 m. The turbines will be mounted on jacket foundations and interconnected with inter-array cables (IAC) on a 66 kV (60 Hz) network. The power generated will be transformed to 161 kV (60 Hz) in an offshore substation, with a capacity of 500 MVA (2x250 MVA transformer bays) and transported through an export cable to an onshore electrical room in an industrial park, following a predefined cable corridor.

On June 15,?2020,?Foxwell Energy Co., Ltd. was awarded a contract with Taiwan Power Company to build the Taipower Zone 26 offshore wind farm, including five years of maintenance.?Sinotech?Engineering Consultants, LTD.?has been assigned the role of EPCI Contractor’s Engineer towards?Foxwell for the Phase II Project.?Foxwell?has split the contract into different packages, including the electrical package for which Tractebel will carry out engineering and consultancy services design.?
